The allocation for Future Deliberations will not vote in any snapshot votes and is there, so it can potentially be used to correct allocation mistakes, maybe even serve as a backup for legal expenses at some point. If it remains unused when the case is closed, it will be airdropped to everyone in the same proportion.

Why is there a team allocation? For now, this is because the people emitting the coin are putting their own names and often expenses up front to pursue legal avenues, so they believe it is fair they have a small additional amount of votes. Finally, if this ever moves on from a purely participation token, there has to be some incentive for developers and those working on community initiatives.
